The Economic Commission for Latin America and the Caribbean (ECLAC) has stated on several occasions that information and communication technologies (ICT) are not in themselves the answer to achieving efficiency and effectiveness in the public system, but that other key elements must be considered in order to achieve the objectives. This is why the importance of institutional, cultural, regulatory, technical, organisational and leadership elements that contribute to consolidating the digital development of governments has been emphasised.
